Assume "foot length" is the response variable. That means you look up height in the table, and the table "responds" (tells you) the length of the person's foot (roughly speaking) when we plot a line y= mx + b we "put in" x and the response is the y value

OpenStudy (phi):

In other words, they are saying: let the length of a person's foot be the y-axis and the person's height is the x-axis
