incomplete dominance means both traits are expressed "homogeneously" or blended - this is in contrast of codominance, as both traits are also expressed but their pattern is heterogeneous. The difference between the two would be in a scenario where a red flower and a white flower were crossed and the colour of petals for a flower was the gene in question, a pattern of heredity showing incomplete dominance would give pink flowers while a pattern of codominance would give white flowers with red spots (or viceversa).
