To be repeating, there has to be a group of digits that repeat over and over forever. Yes the 1s and 2s repeat, but not in a fixed way. If we had 0.1212121212 or 0.112211221122 then it would be a repeating decimal

Repeating means the numbers have a pattern but this one does not have a pattern so it is not repeating.
