i believe it was the legal system, he took all of the laws of the land, and no matter where you were, the same punishment implied in his kingdom. So if you were in North Africa and you steal a pig, you'd get your hand chopped off, and if you were in Rome and stole a pig, you'd be killed. But Justinian's Code made it so if you stole a pig anywhere in his kingdom, the same punishment implied. Does this make sense?
