First let's narrow it down; it is not A, the passage does not even state that they can do whatever they wish. It is not C either, They fish and hunt but the entire passage is not surrounded around this thought, it is simply supporting information. Now you know the answer is either B or D. Your answer is D. It is not B because once again, the passage is not about the people getting to do as they wish, instead it is about them preserving their culture.

Actually, I'm pretty sure its B. D is merely the last sentence of the paragraph. And also, "special privileges" does not mean "able to do as they wish"
This whole passage is about the special privileges and culture they maintain on the barrier reef. This is similar to native alaskans being allowed to hunt whale, even though it is illegal for anyone else. Its part of their culture.
