China was used to Western domination, the approach towards expanding industry was vital, so China focused on scientific development and tried to modernize. However, the industries that already existed operated on a small scale with limited manual labor, and the hope of reconstructing its commerce was becoming much less of a reality; it forced change so quickly in a country that was barely recovering from intense military oppression.
