You have the dot at 4 + 2 out of 3 ticks toward 5. If there are 3 divisions per unit, they must represent 1/3 of a unit, so that makes \(4\frac{2}{3}\). To convert a mixed fraction to an improper fraction, multiply the integer part (\(4\) here) by the denominator of the fraction (\(3\) here) and add the numerator of the fraction (\(2\) here). That sum is the numerator of the improper fraction, and the denominator of the fraction remains the same.
