well for example is that Congress could not raise taxes, it was dependent on the states for revenues. The national government could not raise an army, again, it was dependent on the states providing units. so almost everything that the government needed was depended on the states. so if the states didn't want to help the government, then the government didn't have anything . Another weakness is that Congress could not properly regulate interstate commerce. that was up to the states. pretty much the states had more power then the government
