that basicly answers both of the questions
Probability of hitting circle is closer to 0. You get this by dividing the area of the circle by area of square. Probability of hitting white space is closer to 1. You get this by subtracting area of circle from area of square and dividing that by area of square.

Ok. So the area of circle is \[1.5^{2}*\pi \]. This needs to be divided by area of square which is 81. Depending on the area of pi given you can calculate upto number of decimal points required. Standard values of pi are 22/7 or 3.142
