Sorry about that history section. Being a math section, I think of this logically. The Founders wanted a balanced government: Judicial, Legislative and Executive; so would not have given one branch more power than the other -- this excludes two of them. One talks about the judicial branch. Well this question is referencing the executive and legislative branch; so, the question on the judicial branch is out-of-context. That leaves only one logical conclusion. Make sense?
