The behaviour of the molecules. Molecules that interact very closely with one another form a solid, those with somewhat weaker interactions form liquids, and those with the weakest interactions form gases. This is a pretty basic explanation though - there are all sorts of factors that influence what state a compound is in, such as pressure or temperature, but the atom size, hardness, and weight of the material are not any of those factors.
