compare the slopes of each equation so for example f(x) has a slope of 5 because it is in the slope intercept form where m = slope

for g(x) [which I assume is the graph] you would pick two points on the graph (0, 1) and (1, 3) and find the slope between them

for h(x) you would make two points from the table (1, 14) and (4, 15) and find the slope between those

then the one with the smallest slope would be your answer :)
