this is a rather vague question but I think what you are trying to get at here is the word "Byzantine" 
Byzantine politics is where everything is shady and corrupt obviously the Byzantine empire is where this originated so therefore in the Byzantine empire there was a lot of shady and corrupt things that went on thus contributing its decline
