I get this answer by scratching out each answer based on logic. :P Obviously not car... we're talking history. Not wagon, that would be too slow and inefficient. Then we have horseback and foot. It could be either, but notice use of the word "most." Yes, some soldiers may have traveled horseback, but MOST... traveled by foot. I believe the answer is A. Do you agree?
