Was the Declaration of Independence intended to be a formal declaration of war? Why or why not?

No the war started a year before the Declaration of independence.

Well, no not really. Because the war started in 1775 and the declaration was actually signed in 1776, haha. Really, it was just telling the king of england that the American s wanted independence.
