The protons and neutrons aren't clumped together... Protons have a positive charge where as neutrons have 0 charge so the neutrons and protons come together to make the nucleus of the atom.

If they were clumped together, they would form the nucleus. Which isn't a new thing, is just a term for the middle of the atom. Nucleus=protons and neutrons clumped together. Is that what your asking?
