The protons and neutrons aren't clumped together... Protons have a positive charge where as neutrons have 0 charge so the neutrons and protons come together to make the nucleus of the atom.
Ok what if the protons and neutrons where clumped together.

If they were clumped together, they would form the nucleus. Which isn't a new thing, is just a term for the middle of the atom. Nucleus=protons and neutrons clumped together. Is that what your asking?

Because that was another question but the pic had the protons and neutrons squished together
