well if you are adding 2 digits the largest value their sum can have is 18... 

the smallest value the sum of the digits have is 1


so that's a starting point

now list the square numbers up to 18...

1, 4, 9, 16

so find the pairs that add to those values.. 

don't forget for the square numbers other than 1 there will be 2 numbers

e.g. 3 + 1 = 4       31      and 1 + 3 = 4    = 13
