The cell membrane is a bi-layer its outer surface is hydrophilic and inner surface is hydrophbic so the substances that pass through it have to be sufficiently hydrophobic and hydrophilic in order to pass it and it also has small openings in it which allows the free exchange. D, since it is semi-permeable then it will be able to control what enters and leaves.
