Why don't you use a front-end framework like bootstrap or webflow? They are really helpful and you build responsive web apps rather than fixed one so it works on all screen sizes.

You mentioned a lot of languages. Besides for online tutorials, you can try more formal paid environments like udemy (if you choose this route and want to save money, wait for a $10-$25 course deal code). As for how to perform specific functions.. I'd get in the habit of googling/duckduckgo-ing syntax examples. And if you still have trouble, this website is a good place to get help.
