you would write the proportion
$$ \frac{c}{h}= \frac{4}{1} \  \frac{c}{h}=4$$
For Question 38
3x – y = 8
to solve for x, start by adding +y to both sides
3x -y+y = 8+y
on the left side -y+y is zero
and 3x+0 is 3x
so you have
3x = 8+y
