A possible strategy is to double the total number of mountain bikes giving 585 * 2 = 1170 mountain bikes and a total number of mountain bikers plus people on foot of 1885. Then the estimated total proportion of damage to the track done by mountain bikers would be given by 1170/1885 = 0.62 or 62%.
By doubling the number of mountain bikes we are effectively weighting the number of bikes to reflect the increased damage caused by mountain bikers relative to damage done by people on foot.
