if the barrel is longer, the shell is in the barrel longer.

while in the barrel, the hot expanding gas from the propellant is pushing the shell out; once the shell is in open air, the gas can expand outward in other directions and no longer principally or even effectively pushes on the shell. so it follows that a longer barrel gives a greater period of time for the force of the expanding gas to push and therefore accelerate the shell
