slope intercept form usually looks like:
y = mx +c
m = slope
c = y-intercept

slope , y-intercept form: y= mx +c---------(I)
2x+3y =1470 which is given, change this into above form
3y = -2x +1470
y = -2x/3 +1470/3 (dividing each term with 3 )
y - -2/3 *x + 490 ------(II)
compare (I) and (II)
slope (m) =-2/3
y-intercept (c) = 490
