Jessica forgot to flip the second fraction when she changed to multiplication
it should be this \[\Large -4 \div \frac{2}{3} = -4 \times \frac{3}{2}\]

the rest of Jessica's steps would be correct if she flipped the second fraction you turn -4 into -4/1, multiply straight across, reduce if possible, convert to a mixed number if needed
