why is (evaporating water) not a physical change?

OpenStudy (anonymous):

you are not physically changing it by applying heat to the water. It's more of a natural change when you leave it alone and it changes states but when you apply heat energy to it to boil then evaporate then that can be considered a physical change.

thank you:)
