you would start where the original A is at (1,-3) then because A' is to the left you would be moving negatively.left=negative. It is 2 units to the left or "-2". Therefore you would subtract 2 from the original x value, 1-2=-1. so the x value for A' would be -1. You would do the same for the y value except you would add the 4 up. Try it.
