well adjective phrases usually describe an attribute for example a quiet sidewalk lines the seine riverbank quiet is the adjective but that's an single adjective and adjective phrase would be a sidewalk with cafes lines the river bank with cafes is the adjective phrase. Notice that both the adjective quiet and the prepositional phrase with cafes tells something about the sidewalk.
