due to the ambiguous wording, there are like three ways to go about it.. Logically, it means what you wrote. He only gets 5 hours per week after the first week. Second interpretation is he gets 10 hours the first week and 15 hours the following 8 weeks.

third, he can have it, but he won't have it necessarily, so we could have an inequality on our hands

so, issue is they use the word 'restrict' but add hours? grammatically it doesn't make sense
