My question is with respect to exam 1-3b. They claim the speed is maximized when t = 0 or pie. But they never mention the VW moving for a finite time. Shouldn't the speed then be maximized for n*pie. Analogous reasoning applies to minimizing speed.

The VW is not a circle, and the bug does not go around the VW an indefinite number of times. In other words, in this (semi-realistic) problem, the bug only travels from 0 to pi so the answer is restricted to that interval.
