Because with more then one person ruling they will be fight over each part of the land they rule, causing controversy between the rulers . =-One decent reason-=

Triumvirates are basically cases of "three dudes get to rule". Assuming you're talking about America, America is a democracy where people vote, and lots of people get into power, and then they make the rules, but they can be tossed out if the people are unhappy with them.
