So there's 1... There's 1/2. 1/2 is 0.5. Double that is 1... 4/2 is 2. 2/4 is 0.5 0.9 is 90% is 9/10. Why isn't it 1 or 90% from 1 to 100. 9 as a fraction is 1/1 10.100 as a fraction is still 1/1 90 of 100 is 90/10 is 90% 99/100 is 99% is 99 100s, 10s, 1s. Base 100, Base 10, Base 1, Base Whole. 99/99, 9/9

So a fraction means a part of so 0.9 is already over 1, and hence is the fraction 0.9/1 but if you want it say over 10, because you multiply the 1 by ten you must multiply the 0.9 by 10 as well, and the resultant fraction is 9/10.
