Not sure if you still need help or not, but the best thing to do is to at least know why a question has an answer, even though it's nice to get an answer, get through the test and pass, it's good to learn concepts, or we will be stuck when we really need to know the information on the spot. English is easy, easier for some than others, but with simple analysis we can conclude on answers. I'll go through each answer with my own input, I am no English major but have taken College level English for 4 years now, along with tips and tricks from my teachers.

It's giving data and comparing our literary rates to others, sort of letting us see where we may struggle with our literacy in America. But, do you think this is important? On a scale from 1-10, where would you rate this?)
rise of U.S. illiteracy rates since 1980 (This is a VERY important point to have in a speech about illiteracy in America. With proper facts/data, this could be a strong point and fundamental block to your speech. How important do you think this information is, and how far will it take you?)
effect of illiteracy on the U.S. economy (This is another AMAZING point - it shows the effects that illiteracy has on our economy. Believe it or not, it has a huge impact. Imagine how important proper grammar is for ourselves and others! This is definitely a good point to have. Remember; strong points for strong argument. )
ways to increase literacy in the U.S. (This would be a good conclusion to your speech, for the simple fact it would be a good closure.. You know what I mean? You build up these points based ON illiteracy, now give some alternatives that can HELP the problem.)
main reasons for illiteracy in the U.S (AGAIN, strong point. It's basing off of the main point in your problem, your speech. It's a building block. )
