I think the water level would increase when in Hot Water because it has high kinetic energy. If it is placed in cool water, I think it would have low kineteic energy.

correct! if we subtract heat from the termometer, kinetic energy of its molecules will decrease, so the level of such termometer will decrease whereas if we add heat to the thermometer, then the kinetic energy of the molecules of the liquid inside such termometer, will increase, so the level of such liquid will increase
