Business : The customers start decreasing due to inefficient help at the business
Laborers : They will have to be on a lookout for different jobs which may possibly pay the employees much lower 

I' not sure how it will affect the government!

With workers being laid off, tax revenue will likely decline in both personal income and sales tax. Unemployment benefits are likely to increase and people may need more public assistance. Both of these place a strain on government finance.
