I'd say Department, because easy campus has its own IP range and a campus is kind of a department of the college, and Device Type, because only the IP phones have their third octet assigned to 4X.

Ye I thought about that too, but it seems to me that the division to campuses is more logical than physical. but maybe I'm mistaken.
