On option A, to get the number of strips, you have to divide 2/3 by 1/5 to get the number of strips. 2/3 divided by 1/5 is not the same as 2/3 times 1/5

I agree with C with Jasmine and the area of the tile. 2/3 times 1/5 Look at B. At first it looks like subtraction but the punch line is how much milk is left in the cup. After she spilled 1/5 of the cup of milk which was 2/3 full, she had 1/5 times 2/3 of a cup of milk left.
