We reject the null hypothesis when the test statistic falls in the rejection region, but we do not accept the null hypothesis when the test statistic doe not fall in the rejection region. Why?

spose that you want to know of some unknown substance is safe to eat or not. you run tests on it, and set up condition that you will automatically reject it for; it has worms crawling thru it, theres a cat hair in it, or it voted for Bob Dole. now, just because it fails to meet the rejection criteria that you have setup, does that make it safe to eat? or does it simply mean that you have yet to find anything to reject it by?
