looks brown as I2 (iodine ) I think if you tried with sodium hypochlorite will be worst, maybe some some ammonia you need to convert I2 -> 2 I- 2 NH4Cl + I2 -> 2 NH4I + Cl2 you need a reducing agent, Bleach is an oxidizer sodium thiosulfate (Na2S2O3) to 1/2 cup warm water, this also my work it is a reducing agent. this website has many different techniques based in the surface that you have to clean http://home.howstuffworks.com/how-to-remove-iodine-stains.htm
