When they took the hood off again, I was in a cell. The cell was old and crumbled, and smelled of sea air. There was one window high up, and rusted bars guarded it. It was still dark outside. There was a blanket on the floor and a little metal toilet without a seat, set into the wall. The guard who took off my hood grinned at me and closed the solid steel door behind him.

I would say that the mood is very spooky,and eerie because it is dark, he has a metal toilet, the cell was old and crumbled, and smelled of sea air. I would say that he is in Jail.It describes how filthy it is.

It feels gloomy in some ways, or even spooky like @salemlover352  stated in his paragraph I would say they are somewhere by the sea because the air smelled salty they could be in a lighthouse or old abandoned shack by the sea.
