That is an incorrect assessment.  AS PRESENTED, there is no way to distinguish one choice from another.  If a student brought this to me with "B" marked as incorrect, I would go have a very serious chat with whoever wrote the test or graded the exam.  ALL are just as  correct.  There is no "best" as the question is presented.
