C. calling people on the telephone to see if they will be voting in the upcoming election.

My answer was C.

I believe C is correct because in C, you are actually calling the person and asking them what person they are voting for. A survey is where you go and ask people questions, while in the other answers, there is no mentioning of going up the the people and asking them questions. They are only watching what the people are doing, not making direct contact with them.
