Ok, we take the subject, guppies the predicate, guppies scatter, and we're left with whenever I step into the stream. Is "whenever I step into the stream" a sentence?

Well, it wouldn't be a complete sentence right? Whenever I step into the stream is an adverbial clause, not a full sentence which makes A the correct answer.
