Which answer correctly describes the Federalists' position on the need for a Bill of Rights in the Constitution? The Bill of Rights was needed to unify the states against Europe. The Bill of Rights was only needed to ensure ratification by the states. The Bill of Rights could override the Constitution in emergencies. The Bill of Rights was not needed if a strong central government was in place.
