It's uniform, so C. In a symmetric histogram, the left side of the graph is about identical to the right side (so yes, this would technically be symmetric! But uniform is a better description of it). A skewed histogram has high bars on one side, but notably lower ones on the other. In a uniform histogram, the bars are all about the same height.
