it depends on the context tbh, it's really simple but a lot of words are taken differently with each culture. For mexicans or cubans, whom are usually very loud and open, its not that bad, but with colombians like me you have to be really careful with slang

When referring to the person ur talking to you have to use a propositive verb

cumplir turns into 'cumples'and not 'cumplo'

But anyway:

'cumplo' is used when referring to urself. "Yo cumpli 2 años de colegio ayer"

It doesnt make sense to say "ella cumplo' because you are saying she is doing something you should be doing, there's no translation to bad grammar in latin languages
