False - this only applies to the transition elements that form only TWO different ions. Some form more than two, so having -ic and -ous isn't enough to differentiate between all of them.

Maybe it's even simpler though - this statement might also be false because it ignores -ous endings completely. You could have ferric or ferrous depending on the specific ion you're talking about, so it's false that literally every ion will end in -ic, because at least some will end in -ous.
