stealing passwords and spamming proves he's really not very trustworthy. Most of us spam, but stealing passwords is simply unacceptable. In pretty much every society, stealing someone's identity is some form of serious crime. Certain actions are simply unacceptable. Consider that if we allowed jaynator back, he would possibly simply continue stealing passwords by fradulent behavior.

It's safer to ban his main that has the "good" reputation, as any new account he makes, he will need to earn his trust back, and people will not be so foolish to download extensions with such privacy implications
