your usual enemy is friction. the law that i can think of that suggest this is not possible is the 2nd law of thermodynamics. as that is the law that -- in crude terms -- ensures that all energy will eventually be dissipated and spread throughout the universe. a simple machine with a good lubricant should be able to get as near as dammit to perfection. though your question is rather generally phrased. 🤔
