The answer is in the question itself. Hydrophilic materials are "water-loving" while hydrophobic, from the word phobia are "water-fearing". Since there is water on both sides of the membrane the hydrophilic part of the membrane (the head) are exposed to the watery part, while the hydrophobic tail are arranged in that they are away from water. This is very strategic in the transport of materials.
