Why is public policy so complicated to create?

That's a big question. Essentially, public policy is complicated to create because is was *designed* to be that way. The founders didn't want it to be easy to pass laws, because they didn't think that legislation should be created on a whim. (Imagine if every bill that got brought up in Congress got passed. It would be absolute madness.) Is there anything more specific you're looking for?
